Andrea may have had a crush. But love? No way. She was just hoping things could some how be normal in this new place and this hope blinded her of all the flaws especially the Gov's.

There was a time in the early stages of the “affair” between Andrea and Philip that I really thought they could be falling for each other. Andrea seemed to ignore any sign of Philips “quirky” behavior and went as far as to defend him against Michonne. I also thought that Philips feelings towards Andrea had to do with any similarity she bore to his dead wife. As things are being revealed Andrea finally sees she has to kill Philip. I still wonder though was there a time where she was in love with him? I don’t think Philip ever loved Andrea but I also wonder was there a time where he truly cared enough about her to want to keep her with him and keep her safe. Philip (the governor) is a great liar but was his entire “relationship” with Andrea a lie? Anybody think there was a time when there were true feelings between the two?
I believe Andrea started to develop actual feelings for him, but it never got the chance to blossom into love because his true nature started to reveal itself rather quickly. For Andrea, she wanted to fall in love with him, just as she wanted to find a quiet life that was away from the true nature of their reality; it's just another part of that fantasy and dream she was holding onto for so long. Also, the Governor's an incredibly charming and (apparently to her, initially) caring guy, so there were other factors swaying her towards him.

it was sex for him. He'd just had another woman in his bed the night before. And she was giving Andrea and Michonne the tour!
He's a sociopath, he just hadn't had a reason to come out of his warped closet before the ZA. He can't fall in love, he can't have normal feelings.
Andrea was maybe in love. I like to think of it as a ZA rebound. She was so relieved to find some guy who looked like he was in charge of the ZA and in touch with his feelings. Whether she would have stayed in love with him after her feelings of relief had levelled off we will never know.
