Is Carl's hand in his death the writers compensating for the hurt he causes Dale in the comics?

I would attribute that more to "shitty writing" than any deliberate attempt to play off the comics.

I think they were just trying to make the point that a kid doing something dumb can have dire consequences for other people in the Z.A. I wouldn't look too much further into it than that.
