I don't think the Guv is man who would give up power that easily even for revenge but it seems like he's grooming Andrea to be the next in command. Makes sense if he wants Andrea to have a reason to stay in Woodbury and this would also free him up to go to the prison and cause havoc. But does he really think that Andrea would not at least visit the prison to see her friends? The Guv asked Milton to keep an eye on her(get it 'an eye'?) Bad joke over. So he doesn't entirely trust her and it seems like the militia at Woodbury don't take orders from her either. I just wondering what the dynamic her will be now. Thoughts?

I disagree. He's saying that to Andrea to keep her there. He isn't telling Andrea the truth about his revenge on Rick's group. As we have seen in previous episodes, TG is a master of manipulation and Andrea is fairly gullible. TG tried his Jedi mind-tricks on Michonne when he said "it's too bad you did this because you were fitting in, etc." He plays to the ego, says how important you are, makes you believe you are needed and appreciated. None of it is true.
I bet he used to sell used cars...

I agree w/ ValleyAggie. TG has his nose up A's butt b/c he knows that she's now curious about her old group. She's a freaking lawyer. Surely, she's seen criminals try to pull the wool over people's eyes even though she wasn't a criminal lawyer. I think her eyes are pretty much open now and he senses it. I also think she knows he'll kill her if she leaves. I know everyone's sick of Andrea but I think some great plot twists will start between her and TG starting next episode. Sure, Shane may have had her fooled or maybe she was trying to protect the group from him by sticking close and even by wanting to leave with him. She doesn't have a lot to lose so maybe she's a martyr deep down. Just have to add that Milton is a very unconvincing liar.

I think what they are getting at is she is going to be a figurehead. Governor will be calling all the shots and Andrea is going to be the one delivering it.
It's pretty obvious that the people in Woodbury are pretty gullible and weak minded; they all drank the kool-aid until stuff went south. I think the only ones that weren't falling for it ... but knew that they needed to be part of a group in order to continue surviving.
The governor will be calling the shots but he won't be in the spotlight any more.
