Don't think anyone has suggested this, but could the Governor use the prison as a holding place for walkers?
We know some of what Milton has been working on in regards to his research, but certainly not everything. The G was curious as to the use of Michonne's walkers as camouflage, and according to the trailer for next season, it appears he (via Andrea) is using that as a method to move between camps.
If you could safely guide walkers to a specific destination, and somehow control them, they would make a formidable army. But you would need a place to keep them gathered together until they were needed. You'd also require a setting that could be overseen with minimum manpower. A prison with cells, where they could be released in controlled numbers, seems like a good location.

The governor doesn't want the prison at all. He wants the people in the prison dead. He told Merle that he had no intention of using the prison because the people in Woodbury like living there because it's similar to what they had before the ZA - it's normal. Living in a prison wouldn't be anything like what they had before the ZA. His plan was to kill the group living there - using the same method they used to kill the Guardsmen - and then let walkers overrun the prison again. He would take whatever supplies and vehicles Rick's group has back to Woodbury, but the prison itself would just be filled with walkers again.

Vicki48-,just wondering if you are having the same problem as me, where (only on this forum ) the size of print on your replies keeps jumping to 18 by itself?

Power: He wants the whole area under his control, and he wants to expand his base, but only in small groups -Michonne and Andrea; Merle- that don't pose an organised threat.

Competition: since nobody in Woodbury does any actual work toward feeding themselves, they must live by scavenging- Rick's group is competition. Jackals chase off vultures, hyenas chase off jackals.

I might buy the "agressive expansion" theory, except that he'd have to leave people there to defend it. That would mean delegating some of his authority to the person in charge of this location. Can't see him doing that.

Dr. Robotnik had sub bosses, don't see why the governor can't.

Its not so much that he wants the prison. He wants revenge and he wants to eliminate the threat.

I've noticed that sometimes the Subscript and Superscript buttons (next to S) are turned on when my fonts gets all squirrelly.

Doesn't the Governor just hate any other group surviving? Come to think about it, he's pretty much all about who's better/more fit for survival or being the king of the world.
