The new credits means that they will play a larger role... Obviously The Gov is a larger player along with Rooker.
The other characters that were pushed to the "Guest Appearance" titles were pushed there as they are on the backburner as they are in the show but not in the episode.

I heard both Shupert and Bowman... Plus I noticed several times that Michonne and him have shot several glances each other's way, but I'm not certain if it's attraction, or them showing she's aware he's stalking/following/guarding them.

They give guest credits to actors who aren't even in the frigging episode yet leave him out? Correct me if I'm wrong but he's been in the most episodes after the usual suspects (Rick/Carl/Lori/Andrea, maybe Shane?) yet gets little screen time and no storylines.
Giving Carol and Herchel guest credits maybe hints at their expected longevity in the series? And maybe hints at T-Dog's lifespan too?
If so, hurry up and kill him and introduce a prominent black character.
You know who I'm talking about.

I came on to post about this. How little respect do they give T-Dog/IronE Singleton?
They give guest credits to actors who aren't even in the frigging episode yet leave him out? Correct me if I'm wrong but he's been in the most episodes after the usual suspects (Rick/Carl/Lori/Andrea, maybe Shane?) yet gets little screen time and no storylines.
