I've seen the cover before and I never gave it much thought as to whether it's real or not.. so I did some research and this is what I found:

considering it was posted on the 1st of April, which is commonly known as 'April Fool's Day', I think it's just a prank made to cause confusion among fans. Whether the cover was made by skybound itself or some other website/person, I really doubt it's real since I haven't found any other panels or information about it.
Also, I hope they never even attempt to make something like that; kids are very susceptible to images such as violence and terror, I couldn't sleep for days just by watching a snippet of a horror show for teenagers! So no matter how 'childish' they made it, it'd still inform kids about zombies which are without a doubt scary for most people, especially for kids. In any case, I don't even think it'd be allowed to be released since it'd probably have to be reviewed by whoever is in charge of making it 'ok' for children to read; and I'd doubt they'd say 'ok' to something like that.

but how does one prepaire their children for the zombie apocalypse if one doesnt warm them up with violence, desensitize them with gore and test of their resolve through constant unexpected attacks and acts of terror? thats how i was raised and I am proud to say that I have already dispatched dozens of zombie like poeple.

but then they just eat people, abnd there will be plenty of that after the zombie break out - I have been conditioned (as will my children) to be the Negan of the ZA.

Well as far as censorship goes on making a zombie comic for kids... how much do you wanna bet that a percentage of the viewing audience and reading audience is under 12 for the regular version(s) of The Walking Dead ?

Wouldn't be surprised; violent games such as COD are bought my 12 year olds and even younger kids. I'd be lying if I said that I've never bought a game that I shouldn't have bought considering my age.
I just don't think a comic about zombies specifically for kids is advisable; with the walking dead comics, if parents complain all the staff need to say is 'it's for adults; you should have stopped your kid from buying it' but with comics for kids, parents would be tricked into thinking that their kids run no harm by buying them until late at night where they're awakened by their screams due to nightmares.
If you want to train your kids for the inevitable apocalypse though, just come to England late at night, shout 'oi dickhead' to a group of chavs and start cracking some skulls (although adult supervision is recommended).
