When Rick crawled inthe tank, the guy in there only appeared dead. He was not up walking round like a zombie. Why? It took him a few minutes to "wake up" and decide to eat Rick. This is not the typical behavior of the zombies. Does anybody have any ideas about this?

I assume that walkers go to a fairly dormant state unless aroused by stimulus (Hot Bicycle Zombie Chick likewise pretty much lay there until Rick picked up the bike and made noise).

He may have been bit recently and was "dead" until he reanimated, they have said that tyhe reanimation times vary from person to person.

I always hate start off with, "well in the comic." However, the series is based on the comic. That makes the comic the closest thing to an owner's manual we're ever going to have.
The board is named "Roamers and Lurkers." If we went by the zombies in the comic, it would be named "Roamers, Lurkers, and Snoozers." The group in the comic has come across many zombies just sitting or lying about until someone comes near.
They even found one that was alive, well as alive as the undead get anyway, but seemed to be in a weakened state and unable to move. No explanation or any great amount of speculation has been given on this aspect of undead behavior in the comic. So I just wrote three paragraphs to tell you, "da##ed if I know." Seemed more polite that way.

he's similar to the ones sitting on the bus when Rick rode by on the horse (perhaps they were hoping for a ride to a different part of the city with a better buffet), or those sitting in pews in church when they were looking for Sophia (maybe they were praying for fresh meat, in which case, their prayers were answered.... sort of).

Don't they have a sort of follow the leader mentality? The ones on the bus were kind of in a Walker empty area. One set down so the other did probably did too. The one in the tank had no leader to follow, no where to go. All alone with his thoughts, suddenly there's food.

Like others alluded to, some walkers seem to "hibernate" when not aroused. Plus, it adds to the creepiness!
