I still think people are dismissing this possibility too easily. There's a 90% chance I'm wrong but referring to T-Dog wanting to leave with Dale on the highway, maybe T-Dog met some of the Governor's men and felt a better option was with them; clearly he wanted to leave the group. (He also doesn't seem to have much emotional attachment to anyone there) I guess the main reason I'm saying this is T-Dog clearly had enough time to meet someone from the Governor's group during their stay at the farm. People were constantly looking for Sophia and Dave/Tony/Randall were in the area towards the end of their stay. How did they know to just waltz into the bar all nonchalantly? Of course, it could be the cars outside or maybe they just wanted a drink but Dave & Tony definitely didn't act surprised to find them there and the show has already strayed from the comics in a lot of ways. T-Dog is an original character and they could do anything they wanted with him. Personally, I'd love to see this happen.

First off, anything is possible. However, I believe that the Governor statement was just referencing the last minute phone call every death row inmate hopes to get.
Wanting to take off after the farm incident was simply panic and the fight/flight reflex. Just about all animal species have evolved to have this reflex. Humans are simply like any other animal species. It's about self=preservation.
Wanting to take off with Dale was part of his illness. He had sepsis, a blood infection. He wasn't coherent to what he was saying. Even if he knew what he was saying, so what. He doesn't owe these people any kind of loyalty. He has given to them as much as he has taken from them. He is free to go just like Morales family, although a herd mentality is sometimes better. The more people around protecting the group, the less chance that I am the one who will get taken down.
