From what I remember, the flamethrower story was from a satire web article, so I'm not sure if it is true or not. I think flamethrowers are legal in most states as well.

This is pretty funny. When I first moved up here the Grey Cup was playing in Ottawa (where I first lived) and I had no friggen idea what it was. When my husband told me football I just about died laughing. I had no idea Canada had pro football. Even after nearly 11 years up here, I still think it's a joke compared to American football. Sorry my Canadian friends! (though I don't know anyone up here who really pays attention to it either...)
