I think that's what the title of the episode was referring to. Judge Jury Executioner... I think Shane is the Judge, Rick is the Jury, and Daryl is the Executioner. Rick will take arguments and weight the options, but has trouble making a clear decision and following through based on the arguments. Shane also weighs the options but often goes with his own gut feelings and usually makes the call in the end. Daryl is the executioner cause he does whatever is best for the group based on their desicion, and follows through with the decision (looking for sophia, Dale).
Also, slightly after this plot line in the comics...

I haven't read the comics. Who is on the committee in them?
Personally, it's a small group (14 people). I could see the need for a committee if the group were larger, but I'd be thinking of my exit strategy if I was suddenly cut out of the decision making in a small group. (This was one of my irks with Lost too, but I liked how they actually addressed that situation of just a few people seemingly "taking charge" and how the others in the group handled that fact.)
Also, I thought it was more Judge=Rick, Jury=Everyone in the debate scene, and Executioner=Daryl

Ever seen a small group in action. What we see on the show is exactly what happens. A few people call the shots while the others amble along with the herd. Not flaming you. I've just seen the same thing happen over and over again. Even seen the supposed leader in the herd while a subordinate led. It's a sad fact, most people are sheep.
