This in contrast to "your are either the butcher or the cattle" reality.

Cosmic justice refers to the fact that Bob's group took away their home. Nothing more.

I took it to mean by "Public face" he meant that they have to get things back to normal looking, so they can greet new survivors and lure them into their trap. When Glenn's group first got to Terminus, it was so inviting and they wanted people to feel at ease, but it was all a facade.
