They are at 12 issues right now.
#12 came out in Feb and still waiting on new issues.
I am not sure when, but they are relaunching in colour to attract all the people who don't like black and white. Having started on the walking dead I didn't know such people existed, but I guess they do. Now would probably be a good time to jump on. If they are trying to attract new readers I am sure there will be a good catch-up with the new first issue.
Matt Hawkins was a surprise guest in Calgary and apparently he gets most of his inspiration from science journals, and each issue passes along all kinds of great technology, strategy, and politics. Very, very good read!

There is a lot of gadgetry and some busy panels, so I could see how you might prefer it in colour. Sadly, the relaunch won't be until next year. There was an ambiguous "coming back next year statement", so not entirely sure when.
But I guess that would give you some time to read Luther Strode, which is coming back with final volume this fall. Super fun, ridiculous violence, unique art style. Tale of a skinny geek turned super human killing machine when he sends away for a body building book he sees in the back of a comic.

I think I agree more with Mr. Blahg on the Carl/Negan dynamic.
I think the Negan/Carl relationship was a natural progression. Presumably Carl visited Negan under more antagonistic circumstances in the beginning but, over two years, he just became more and more comfortable talking about things unrelated to the war, Glenn, Abraham or what have you. And Negan, in turn, just needs someone to talk to. And I think he does care about the kid's problems because it's probably the only thing he's had these past two years.
