I didn't econd part very much. In fact i was very disapointed at it. All we had was Negan going back and foward, attacking and then retreving. Almost nothing happened in this volume, except from the infected weapons and Negan being cut in the throat. But even that was wasted by kirkman when he made a very anti-climatic ending to it all.

 

I can't give it more than a 4/10 to part 2 and a 6/10 to the all out war arc

I agree with the repetitiveness of Negan going back and fourth. To be honest it was between that, the infected weapons (forget pee pee pants City. Plot hole City more like it) and the fact Carl didn't kill Negan the first chance he got was what let this volume down.

There was highlights though. Rick leaving the phone behind and Denise's death was well handled.

I wouldn't say the ending was anticlimactic though. Maybe it was because I wasn't expecting a major bloodbath, but I did generally enjoy the conclusion to AOW.

Kirkman's sloppy writing at the end of this arc completely went against Rick's character, and logic. Horrible ending, completely illogical, and a stain on the series.

Agreed that Negan should have been killed for the reasons you mentioned. The decision Rick made came out of nowhere, but I'm just chalking it up to him wanting to create a civilisation in which they don't kill just like the old one. But Kirkman should have given several hints to indicate Rick's reasoning during AOW.
