In Arrow on the Doorpost, it was revealed by Rick that the Guv was the town drunk that knocked down his fence and tore up his yard before the ZA. So the two knew of each other before the world ended. It gave some insight into who the Guv is as a person. He was saying how he was taking crap from a boss half his age when he got the call that his wife had been killing in an accident. It did soften him somewhat but then when he had the jab at Rick about his daughter being Shane's that bit of human compassion I had for him fizzled out quickly. He's playing with our emotions. First he's kind then he's callous. Leads me to believe he may be bi-polar. Rick also knows that there is no trusting this man. Not before the ZA and definately not after when this window of opportunity opened for him to grab power. Any thoughts?

Rick using the phrase "drunk who wrecked his lawn" was not literal. They did not know each other beforehand.

The Governor was not the town drunk and tore down Rick's fence before the ZA. Rick was referring to the prison fence and letting in all the walkers into the prison yard.

Rick's "You're just the town drunk..." line was not meant to suggest that the two knew each other before the ZA. It was just Rick's way of taking the Gov down a peg, a way to say "You're not as bad as you think you are."

As for whether or not the Gov is bi-polar, I don't think so. He is playing with everyone's emotions, but the switch between kindness and callousness is intentional. He's got a Machiavellian charm that allows him to manipulate people to his benefit, and he knows this.
