Woodbury has all the mod cons but has a way too nice smiling attitude. There is no immediate risk from walkers but everybody seems like a "Stepford Wife". The Gov would probably make me feel welcome, this in its self would be a cause for concern.
The Prison - Ricks group look like they have fought and survived, are always on edge but look out for each other. They are more handicapped (baby etc) but still manage to keep going. The Prison allows a certain safety and the chance to be self-sufficient. A small group where each has skills but what happens if one gets killed.....
Personally I think the Hermit had the best idea - go mad and it may all go away. Could all be a dream any way.......

Id tell governor i needed to speak with him at night i got some info on a spy informant in wood burys to a outside group. Once he let me in id get the drop on him choke him out rnc style , smother him and leave letting him turn into a zombie.
People will wake up the next morning and think he just died in his sleep and changed over. I would take my rightful place as woods-bury leader.

Depends on how much trust the governor had in me. If I was in Merles position the guvnors group.

It's called assassination.

Lenin, Stalin, and Hitler did it the same way.

True....
If I were just a normal citizen in woodsbury I would def go with Ricks group, they are now like a tight knit family and truly have each others backs.
The Governor Is more evil than he appears so far and he would no doubt sacrifice anyone in his town if he deemed it necessary to keep his power.
He is also a little off his rocker and if he really goes off the deep end he could just start executing people for any old reason. Dictatorships and cult leaders usually eventually fair badly for there followers.
Rick has shown he is a fair guy and you can trust him to have your back.

Long term, the Governor's group will probably fail. They will eventually run out of supplies. The town's arable land is limited for food production. The people seem dimwitted and unable to care for themselves should something happen to their so-called leadership. The leaders and security personnel aren't that intelligent. Like Michonne said, the security is a bunch of rag-tag wanna-be cops. The only thing the Governor has going currently is the use of solar panels for power. But even that is very limited, and Milton mentioned trouble with that.
Rick's group at the prison offers security and with a water supply near by, the chance to grow sustainable crops. With Rick's group everyone is prepared and battle-hardened. The prison has generators which could be adapted to work with wind/solar.
As far as living the life of a lone hermit--forget it, not sustainable in an apocalyptic future.

Same thing I'd be suspicious about a group holed up in a prison and I'm locked in a cell (again weaponless) and assessed.
Likely I'd be out on my own and highly suspicious of anyone.
On the outside chance however and sticking with the question... probably the Prison with the understanding that I can leave when I want. If Rick's dictatorship gets too oppressive then I'm gone.
Woodbury reminds me of a pile of dung covered in yummy buttercream icing. It looks pretty until you bite into it.

In Woodbury, I'm expendable. From just a cold interview my impression would be that their shit seems together. With few exceptions the Governor doesn't need anyone. All the basic skill groups seem pretty well represented. And even my 1st impression of him is slick snakeoil sales expert too good to be true. I would be afraid to join that team.
I'd feel more needed by the prison group. And who doesn't want to be needed? I'm less likely to be thrown to the walkers if they need me. Rick's group for me.

I'd look at Rick and his people, covered in dirt and greasy hair and walk away. He doesn't look like 'officer friendly' anymore. More like officer psycho.

Rick's group is hardly perfect, their defenses are poor, and really no one thinks things through. A glance at the prison, and it's obvious what the weakspots are. They should be pushing to clear more, to get more of the prison safe, with the ever-present understanding that the walker infection represents exponential growth. Any walker, every walker, is fully capable of killing. One more dead could mean another human alive down the road. Instead the group gets lazy, and ignored threats.
If I didn't know... It'd be a tough call.
To be honest, I would run Woodbury a lot like the Governor seems to from the casual eye. Guns only to experienced men and women, curfews, and with fences and guards to defend the perimeter. Most likely I would keep with many of the same rules, and tell similar speaches to inspire... If I were in charge... But the seedy underbelly would not exist. End of story.
Rick's group is scary. They are not inviting or welcoming, and are a whole hell of a lot less settled. Going with them would be a coin toss on whether I'd live or die, which certainly is not something that I like to do... At the same time, I hate feeling useless. Rick's group would 'need' a role filled, long-term planning, and I think I could accomplish that.
I;'d say if I knew, I'd be in Rick's group... If not, it could go either way.

I'm sure if any of us were in a ZA, starving, cold and tired of staying awake 20 hours a day because we couldn't sleep afraid to be eaten, having witnessed our loved ones die, we'd all gladly stay in Woodbury rather than in a prison complex in the red zone...

You are completely at the mercy of the sadistic SOB and that for me is not worth a hot shower and a comfy place to chil.
Rick is if nothing else fair and a decent man.

Was that too fangirly? Sigh.
In all seriousness though, I can't imagine sleeping peacefully in Woodbury. Yes the walls are patrolled, but only by a few men who don't seem to be great shots, and it just seems soooo....UNSECURE to me. Even without Daryl I'm pretty sure I'd choose the prison, just for its walls alone.
